Eligibility Summary:
Not every driver for a Black Car service is eligible for all Drivers Benefits. The Black Car Fund makes Health & Wellness benefits available at no cost to drivers who are actively driving for Black Car Fund Member Bases and who meet a minimum hourly or income threshold in New York State, as follows:
- For NYTLC licensed drivers, drive for at least 10 hours a week
- For TNC drivers, earn a minimum of $4,000 a quarter
Note: Benefits are available to eligible enrolled drivers who are actively driving for Black Car Fund Member Bases and who meet a minimum hourly or income threshold in New York State. If you fall below this threshold, you will lose your benefits.
Details of these eligibility requirements are set forth below, following this summary.
Drivers who do not meet these criteria are not eligible for benefits and may not enroll in The Black Car Fund Drivers Benefits Program.
Those drivers who enroll in Drivers Benefits when they are eligible but subsequently stop meeting the eligibility criteria will no longer be entitled to use the benefits and their benefits will be terminated. These drivers will be sent an email letting them know they are no longer eligible and will be provided with the opportunity to appeal the termination of their benefits. However, unless the termination was made in error, drivers who do not meet the eligibility requirements are not entitled to use the benefits.

Eligibility details:
For 2024, an eligible driver is either:
(i) a Driver who is licensed with the New York City Taxi and Limousine Commission (NYC TLC) as a for hire vehicle driver, is driving a vehicle that is affiliated with a Base that is a member of the Black Car Fund and in the prior calendar year (or prior calendar quarter if driving for less than a calendar year) has provided service to passengers, with such hours measured from the time a passenger enters a vehicle until such passenger exits the same vehicle, of at least 10 hours per week on average or
(ii) a Driver not registered with the NYC TLC and qualifies as a TNC that is working with a member of the Black Car Fund or is affiliated with a dispatch base that is a member of the Black Car Fund and in the prior calendar year (or prior calendar quarter if driving for less than a calendar year) has quarterly earnings of at least $4,000 during the most recent available calendar quarter from the provision of service to passengers in the State of New York. Earnings are defined as those reported, or to be reported, on the driver’s IRS form 1099-Misc in box 3 or IRS Form W2 in box 1, dependent upon employment status.
“Eligible Driver” means prospectively solely for the Program to be initiated in June 2024 and thereinafter (unless changed by Client upon at least 30 days’ prior written notice), (i) a Driver who is licensed with the New York City Taxi and Limousine Commission (NYC TLC) as a for hire vehicle driver, is driving a vehicle that is affiliated with a Base that is a member of the The Black Car Fund and in the prior calendar year (or prior calendar quarter if driving for less than a calendar year) has provided service to passengers, with such hours measured from the time a passenger enters a vehicle until such passenger exits the same vehicle, of at least 10 hours per week on average or (ii) a Driver not licensed with the NYC TLC and qualifies as a Transportation Network Company (TNC) that is working with a member of The Black Car Fund or is affiliated with a dispatch base that is a member of The Black Car Fund and in the prior calendar year (or prior calendar quarter if driving for less than a calendar year) has quarterly earnings of at least $4,000 during the most recent available calendar quarter from the provision of services dispatched by a member of The Black Car Fund to passengers in the State of New York. Earnings are defined as those reported, or to be reported, on the driver’s IRS form1099-Misc in box 3 or IRS Form W2 in box 1, dependent upon employment status.
These eligibility standards may be changed by The Black Car Fund upon at least 30 days’ notice.
Enrolled drivers must continue to meet eligibility requirements to maintain access to the Health & Wellness Drivers Benefits.
